The rear cam gear moved counterclockwise about a quarter and does not lined up with timing anymore when I tried putting in the timing belt.

I took the belt off again and see if I could move it back in place with hand but it wouldn’t budge at all

What do I do? Use racket and move clockwise until it line up?

I surprised that it even moved while putting belt on

Use a wrench to line it up, be prepared as it may want to sping either way. There is a small window where it will stay put when lined up with the marks.
Does the belt need to be tight between crank to front cam then tight between front cam to water pump to rear cam with no slack?
