A brake fluid tester can be used to measure the amount of water absorbed, and thus whether a fluid change is necessary.

In my experience, corrosion damage to the brake system itself has become much less likely with the use of stainless and aluminum components. Older cars (1969) I worked on used cast iron bores, and the water would corrode the cylinder, causing obvious and annoying leaks from the drum brake piston.

So in modern cars, I've generally been more concerned not with corrosion but with boiling of the water during heavy use and subsequent loss of braking. I've seen Porsches run off the track because of exactly that.
