I’m looking at a 2024 Trailsport which comes standard with trailer hitch receiver but I’m told the wiring harness is an extra? Can someone confirm?

I mean I can see both sides of it. Honda is probably figuring that many people are either not going to use the hitch at all or use it for cargo/bicycle racks. If they add the harness to every car, that is a huge cost that they have to factor in to the price of the lineup which is already high for a Honda SUV. Hopefully you can get it thrown in on your purchase though. If not, I hope they at least don't charge you to install it. I installed the hitch and harness myself and it was not hard if you are a mechnical DIY type of person.

Does the wire harness just hand there, get tucked in somewhere, or does the bumper a slot where it goes?

When you installed it, did you have some instructions you followed? Did you have to remove the bumber as I think the PDF instructions from College Hills Honda shoes? I've tried looking for videos but I can't find much useful ones out there.
I just followed the advice on page two on this thread: https://www.piloteers.org/threads/tow-hitch-install-after-delivery.180192/page-2

You absolutely do not need to take the rear bumper off. The two "hidden bolts" are difficult to get to but you can get them. I had a much harder time getting them started again when I went to put them back in then I did taking them out. If you have larger hands then it might be tough for you though. I have below average sized hands for a 30YO male for sure
