Only puts out heat at higher rpm, heater core has been flushed and thermostat has been changed. It has been to three different shops but will only put out heat above 2000 rpm

Have you taken it to a Honda dealership?

Open the radiator cap when the engine is cold. Is there any air under the cap? You might have air in the heater hoses or the heater core. Fill the overflow tank to the max line and heat cycle the engine and see if the level goes down. You might need to replace the radiator cap if the radiator wasn't full to the rim of the filler neck and it's not taking in water from the overflow reservoir after heat cycling the engine..

Stupid question.

Can you tell the blower is on and that air is coming out?

Based on your comments, air is coming out its just not hot or warm. Right?

This is a charteristic of the veh., normally people only notice when the temps are below zero. The system doesn't move enough water at idle to maintain the core temp, it's a waste of time and $ to try to fix it.
