I noticed the rear cylinder bank catalytic converter heat shield beginning to deteriorate from the wonderful winter de-icers used here in Western PA. I replaced the one on the underbody catalytic with ease due to it's accessibility.

So has anyone replaced the rear cylinder bank catalytic heat shield? I really don't want to go with a safety wire wrap fix. Does accessing it require dropping the front sub frame and steering rack removal? If so, that really turns into Pandora's box and might as well wait until replacing control arms, steering rack, entire exhaust front pipe or something more substantial.

Any insight appreciated.

If the CAT heat shields require all the steps you listed I'd choose to wrap the heat shield remnants. I've had success with large stainless steel hose clamps to delay replacing them.
