This could explain it...
hp.org uses vBulletin software (I believe)
vBulletin uses PHP, as do several other bulletin board packages, and PHP has recently had several vulnerabilities uncovered: PHP Exploit Enables Theft of phpBB Passwords Security rollup time for everybody - New bugs with PHP, Adobe, and Microsoft mean patch time is here PHP Vulnerabilities Announced (Slashdot)
