Here's what I did -- it's very simple -- same for both holes:
#12 x 1-1/2" panhead sheetmetal screw
1/4" SAE flat washer
1/2" OD, 0.257" ID, 1" long nylon spacer
Not quite as elegant as belundy's method, but pretty good if you don't want to deal with making a tapered dowel. I suppose you could also use a number of shorter spacers with varying ODs.
I'm pretty sure I first tried a bolt with the same threads as OEM, but it just wouldn't go in for some reason, so I ended up with the sheetmetal screws.
