I don't think so. While there was a question about being held hostage by a gunman and averting your eyes, there was never any mention of averting your eyes in the dog attack question, but it was there in the answer.
The dehydration question says "You're dying of dehydration. What would you do?" No more information is given about circumstances, be they weather, time of day, location, chances of finding another human being within 100 miles, etc. Then the answer says, "If you continue hiking in the sun, the loss of water will kill you."
So you're correct that it didn't specificaly say "in the desert". But it still sounds pretty much like they're assuming you're out in the wilderness, in hot, sunny conditions, and you can't walk into the nearest quickie-mart for a Gatorade. They also assume you are in a location where the chances of someone happening along are fair to good.
All I'm saying is that if you are in the back country (off trail) and the weather is cool and not too dry, you're better off trying to find help than waiting for it to come to you.
My scenario is no more presumptious than theirs.
