OMG! I have the same exact squeak and I've been trying to figure out what is causing it.
I second the OP's question. Does anyone know what is causing it and how to fix it? |

Certainly sounds like the clockspring casing. If it were something rubbing on the steering shaft itself, I don't imagine it would have the high frequency plastic-y sound.
However, no way for me to confirm it having not experienced the same thing myself. If you're confident doing your own work, disconnect the battery (to disable the airbag) and pull the steering wheel off. That should expose the clockspring (possibly after removing some upper and lower steering column cowling) Make sure you very carefully mark wheel orientation before you remove it, otherwise it's liable to be slightly turned to one side as you drive straight down the road, which is annoying.

I asked my mechanic to give the video a listen and he referred me to a TSB (mentioned here too - TSB 09-068: Squealing Noise From the Steering Column While Turning the Steering Wheel) and said the problem was the switch.
I'll be getting it fixed in the next month and will report back if this is indeed the issue. He said $145 for parts and labor.

3rd party price. Shop uses OEM parts but they're definitely better priced than the dealership.
I'll try to get more info on the TSB when I take it in if no one else has posted it by then.
