Problems with key fob

I have an 09 Touring and had the module in both keys replaced and reprogrammed this winter. Never had a reason to check until now, but I tried to put the windows down with the key fobs (holding unlock), works fine. But when trying to roll the windows up with the fobs (holding lock), I get nothing. I know it worked last summer. Is this something with the module Honda put in or something else? I am going to call Honda Service Center Monday. They are the ones that replaced it for me.

I'm pretty sure that with the fob you can only remotely "open" all 4 windows and the sun roof but to close them all at the same time you must insert the key in the door and turn to lock twice but hold the key turned on the second time until windows and sunroof are closed

Same with my 2011. Fob will open, have to use the key to close.
