Thank you for that rocky.

Now this is interesting.

What I want to do is have the fogs on when the parking lights are on.

See the 2 attached pages from the 2006 service manual that I just purchased. (If anyone has the 2006 manual I would greatly appreciate it if you could scan the last 2 pages of the index)

My first step was to cut and ground the WHT/BLU off of Fog Light Relay (terminal 3). When I did this I was able to have the fogs on in both Low and High Beam, but NOT with just the parking lamps on.

When I look at the attached diagram it appears as though the RED/GRN (terminal 15) of the Combination Light Switch is hot all the time, but after looking at the diagram you provided (and my actual observations), I do not think that is the case.

I have come across the thread to modify the 2005 fog lights, but I though the wire colors are different.

I just dug deeper. That fuse No.43 works off of the headlight relay #1, so the headlights must be on for fuse No 43 to be hot..... I'm getting closer.

The plan is to power the RED/GRN (#15) on the Combination light switch from the RED/BLK off of the tail light relay.
