I am having problem with one wire on my 2003 Hitch wiring harness. Tracked problem to inside the converter box under the storage compartment. The box seems to be sealed. Can I just cut the yellow wire and splice around the converter box? Any help appreciated.

Nope.
Replace the converter. Any generic one should do, unless your trailer has a lot of lights.
