Unhappy Substance oon rocker panel

Needing some help. I was rinsing my Pilot off today and found some type of substance along the bottom passenger side rocker panel. It is on my rear wheel as well. Was doing some off road driving while fishing, but don't remember running over anything. It would not come off with any amount of scrubbing with normal carwash soap. Any ideas how to get something like this off without ruining the finish? Any thoughts would be appreciated.

Pics would help with your description. Could it be road tar or maybe some sort of tree sap?

WD-40 worked well, except for a few little spots. Thanks for tip. Was unable to get it off of the inside of the spash guard. Will rinse it off again today. Will more than likely have to re-wax soon. Again, thanks for the help.

Well - not to be graphic - but around here, the kick-up on the quarters appears to be the gypsy moth caterpillars on the roads. Once it dries, it's a pain to get off. WD40 or bug/tar remover works well.
